Ménaka stabilization program

The aim of the project is to make a visible short-term contribution to the stabilization of the new administrative region of Ménaka and thus support the peace process in northern Mali. The provision and equipment of government and administrative buildings (component 1) will strengthen the state's ability to act and visibility, thus creating the basic conditions for the restoration of a stable state order. At the same time, a number of visible basic economic and social infrastructure projects (component 2) will be implemented to improve the living conditions of the local population and strengthen the state's legitimacy. Measures to strengthen implementation capacities (component 3) will enable the actors involved (local construction companies, decentralized local authorities, decentralized sector authorities) to ensure the implementation, operation and maintenance of the measures. The programme is being implemented by the state-run Agence dexécution des travaux dintérêt public pour lemploi (AGETIPE), which assumes the role of deputy developer (maître douvrage délégué) on behalf of the decentralised local authorities (Collectivités Territoriales, CT). The political sponsor of the project is the Ministère de l'Administration Territoriale et de la Décentralisation. The BMZ is providing EUR 14.0 million to finance the project.
