1/6/19982Environmental Review Summary (ERS)Project Name TURKEY: Modern Karton PaperRegion EuropeSector Pulp and PaperProject No. 008425 1. This project involves the expansion of an existing paper mill by installing a new production line for corrugating materials. The existing capacity has been increased to 100,000 tons/year. With the expansion, total production capacity will increase to 300,000 t/yr using wastepaper and straw pulp as main raw materials.2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor. The following potential environmental, health and safety impacts of the project were analyzed:· liquid effluents;· air emissions; · disposal of ink sludges; and· storage and handling of hazardous chemicals.The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.3. The expansion will take place in the existing facility and there will not be need of additional land acquisition. Therefore, there is no relocation nor resettlement involved in the project.4. The sponsor will buy all electricity and steam needed for the project from Modern Enerji, therefore there will not be air emissions associated to the Modern Karton Paper operations.5. The industrial liquid effluents from the plant will be treated in a biological wastewater treatment plant. Two thirds of the treated water will be reused in the process. The remaining third will be discharged into the sewage municipal system. The effluents discharged will comply with local requirements and World Bank guidelines. The cooling water of the vacuum system is recycled back to the cooling tower. Domestic sewage is treated in a septic system. Modern Karton Paper’s facility will comply with the governmental standards and World Bank guidelines for liquid effluents.6. The sludges generates will be discharged in the area authorized by the local authorities. The domestic solid wastes generated will be appropriately disposed according to local regulations. 7. Modern Karton Paper will establish Safety and Occupational Health programs to comply with governmental standards and World Bank guidelines. Specialized personnel will be in charge of overseeing all safety and environmental matters involved in the operation of the project. Fire detection and fire fighting will be installed. The transportation, unloading and storage of chemicals will be performed with safety procedures under the supervision of the Safety and Industrial Hygiene personnel to prevent accident and spills. Employees will be trained with regard to plant safety rules, accident prevention, hazards of the workplace, spill prevention, fire safety and emergency response and use of Personnel Protective Equipment (PPE). Employees will be provided and required to use appropriate PPE when deemed necessary. 8. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Turkey requirements, and World Bank policies, and environmental, health and safety guidelines.9. IFC will monitor Modern Karton Paper’s ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating the environmental performance reports submitted annually, in conjunction with the annual financial report, to IFC by the sponsor and by conducting periodic site reviews during project supervision.
