Modernisation of Postoloprty’s historical town centre

The project, implemented by the municipality of Postoloprty, aims to modernize and enhance the historical town centre through comprehensive architectural and functional revitalization, with a focus on sustainable urban development, the preservation of cultural heritage, and the improvement of public spaces for community use. The co-funding package comprises a loan of CZK 55,000,000, which represents € 2,179,944 from the European Investment Bank (EIB), awarded via an intermediary lending institution – the National Development Bank of the Czech Republic (Národní Rozvojová Banka, NRB) – complemented by a grant of € 544,986 from the European Commission. The total project cost is € 4,305,727. The project is located in the Ústí region of the Czech Republic, a region historically dependent upon heavy industry and resource extraction and shaped by limited environmental planning which has lacked effective strategies for climate adaptation and sustainable water management. In response to the long-standing environmental challenges the project aligns with the goals and supports the objectives outlined in the Territorial Just Transition Plan for the Ústecko Region (Transformační plán Ústeckého kraje). The project aims to restore the historical character of the town centre by creating a central public space that will serve as a hub for civic life and community interaction. Additionally, it will enhance surface water management and support the revitalization of green areas, contributing to greater climate resilience and improved environmental quality. The main benefits expected by the implementation of the project are aligned with sustainable urban development and social inclusion. The project is expected to improve the overall quality of life for Postoloprty’s (4,700 residents as of January 2024) residents by transforming the town’s central square into a multifunctional, inclusive, and climate-resilient public space. New infrastructure—including bus stops, and urban furniture—will expand local services and improve mobility, while the square’s redesign will ensure accessibility and safety for all, regardless of gender, ethnicity, religion, or disability. Environmental measures such as efficient water circulation systems and energy-saving public lighting are expected to reduce potable water use by up to 40% and energy consumption by 30–50%. The integration of green and blue infrastructure will enhance stormwater management, support biodiversity, and contribute to climate resilience and CO2 reduction (approximately 1.2 tonnes of CO2 per year). One new job is expected to be created.
