The main objective of the programme is to contribute to the consolidation of the sector reform process drinking water and sanitation, launched in 1998, with an operation aimed specifically at ENACAL operator, in order to initiate a sustainable improvement in levels of coverage, quality and efficiency in services. The specific objectives of the programme are: (i) supporting short-term strengthening of ENACAL with priority actions to improve operational efficiency within the framework of a programme of strengthening business, (ii) implement a coherent strategy in the medium term to promote private sector participation in the provision of services, starting with a service contract / management with a company operating internationally.
