15. The project aims to lay the foundation to modernize key core state functions to enable service delivery and economic development. Developing the system of national accounts, managing public finances and human resources including payroll and revenue mobilization are key to adequate public resource management, and service delivery to citizens and businesses. The targeted core functions are key to strengthening public institutions and fostering Yemen’s economic recovery. The project will focus on improving the basic functions through fit-for-context institutional capacity development, core processes, and IT systems, infrastructure, and coordination and coalition building. The project will focus on building the foundations of core government systems and capacity through a modular approach to enable agility, and the initial project implementation will take place in areas controlled by IRG. The scope of the project can be adjusted should there be a political settlement during project implementation. The project will support Yemen in leapfrogging when possible, using innovative solutions adapted to local conditions and capacities. The project is designed to lay the foundations to build on and scale up. The project includes the following components: (i) developing Yemen’s statistical systems and system of national accounts; (ii) strengthening core government functions and systems – PFM and HRM/payroll; and (iii) project management and coordination. Informed by the analytical work under the Yemen Investment and Trade Potential (P507178), an additional component to enhance customs performance may be considered during the project implementation.
