In January 2023, the EBRD signed a sovereign loan of EUR 25 million with the Republic of Moldova to finance critical infrastructure related to solid waste management. In June 2026, the Client approached the EBRD seeking an additional loan amount of EUR 28 million to finance the funding gap caused by increased Project costs. The Project finances priority investments to improve solid waste management services across the country, establish integrated solid waste management systems in three participating Waste Management Zones, in line with Moldova's National Waste Management Strategy (the "NWMS") and the country's undertakings under the Association Agreement with the EU. The Project is an important step towards sustainable solid waste management services in Moldova. The loan will, therefore, be provided in five tranches. Tranche I was committed at loan signing in January 2023 and co-finances investments in Waste Management Zone 5, which includes Ungheni, Nisporeni and Calarasi Rayons ("WMZ 5"). Tranche IV was committed at loan signing and finances Project Implementation Unit ("PIU") staffing and special account audit costs. Tranches II and III finance WMZ 8 (includes Briceni, Edinet, Ocnita and Donduseni Rayons) and WMZ 1 (includes Cahul, Cantemir, Taraclia Rayons, as well as Vulcanesti, Ceadir-Lunga and Comrat Rayons from Autonomous Territorial Unit Gagauzia) respectively and were committed in November 2023 and June 2024 respectively. The additional funding, Tranche V, will be used to finance the identified funding gap for the needs across all three WMZs, to ensure completion of the originally intended Project capex plan.
