This project consists of development, construction, and operation of a 600 MW cross-border wind power project, as well as the associated 500-kilovolt substation, and a 500-kilovolt transmission line, located in Sekong Province and Attapeu Province, Lao PDR. The project company, involved with the execution of the project, is Monsoon Wind Power Company Limited, sponsored by BCPG - 50%; Impact Electrons Siam - 30%; Mitsubishi - 10%; ACEN - 5%; and SMP Consultation Sole - 5%. The facility is to be operated under a 25-year power purchase agreement (PPA) with Vietnam Electricity (EVN) as an offtaker, signed in July 2021. The total value of the project is $959 million and the $692.55 million financing package comprised: - $482.55 million in parallel loans from JICA ($120 million), ADB ($100 million), Kasikorn Bank ($100 million), AIIB ($72.55 million), Thai Exim ($60 million) and HKMC ($30 million); - $150 million syndicated loan from Siam Commercial Bank ($100 million) and SMBC ($50 million); $50 million concessional financing from ADB through its Canadian Climate Fund for the Private Sector in Asia ($30 million) and Leading Asia's Private Infrastructure (LEAP) Fund ($20 million); - $10 million grant from ADB's Asian Development Fund-Private Sector Window (ADB-PSW) Financial close of the project took place on April 28, 2023 and construction started in May 2023.
