The proposed activities under the Montenegro Waste Management Improvement Project play a vital role in advancing comprehensive waste management reforms, tackling the country's environmental challenges, and ensuring alignment with EU accession requirements. The proposed activities under the project, which include (1) Waste Management Governance and Institutional Development, (2) Waste Management Infrastructure Improvements, and (3) Remediation of Waste Disposal Sites, complement each other to create an integrated approach to addressing Montenegro's waste management challenges. The summary of the Project components is as follows:Component 1: Waste Management Governance and Institutional Development: This component will focus on strengthening regulatory frameworks, enforcement mechanisms, and institutional capacities to ensure compliance with the Waste Management Law and support implementation of the forthcoming National Waste Management Plan, enhance data collection and transparency, promote public awareness, and improve the management of challenging waste streams through inter-agency coordination and exploration of public-private partnerships. The activities to be supported will include: 1) Technical Assistance to strengthen the regulatory framework; 2) Building institutional capacity for improved waste management; and 3) Awareness Raising and Community Engagement.Component 2: Waste Management Infrastructure Improvements: This component will support the development of a regional domestic waste management center in Nikšić , promoting sustainable domestic waste processing solutions, and fostering expertise in modern waste management practices to improve capacity, strengthen inter-municipal cooperation, reduce environmental risks, and ensure compliance with EU environmental standards. The activities to be supported will include: 1) Establishment of the Regional Domestic Waste Management Center; and 2) Establishment of a Training and Knowledge Sharing Hub for Modern Waste Management Practices.Component 3: Remediation of Waste Disposal Sites: This component will support the environmental cleanup and risk reduction of uncontrolled waste disposal sites that still exist in Montenegro. The activities to be supported will include: 1) Remediation of the Solid Waste Disposal Site at KAP and Management of Residual Waste from the Bijela Shipyard; and 2) Closure and Cleanup of Illegal Dumpsites.Component 4: Project Management: This component will cover the costs for project management, coordination related to staffing, consultancies, and operating costs, as well as ensuring the ESF compliance, monitoring and evaluation (M&E) of all project activities in line with the Results Framework.
