Description | Opportunity The Quebec government has given the go-ahead to replace the dilapidated roof of Montreal's Olympic Stadium. The Regie des Installations Olympiques (RIO) plans to issue the Request for Qualifications (RFQ) for the design, building, financing and maintenance of the Montreal Olympic Stadium’s new roofing in summer 2019. The project to replace the 41 year old Olympic Stadium roof is intended to make the Stadium available year-round, based on a reliable, safe solution that is in keeping with the architectural features of this emblematic building. The DBFM project is worth more than CAD 100m and is designated as a major project under the Directive Concerning the Maintenance of Major Public Infrastructure Projects. RIO will shortlist three teams which will be invited to participate in the Request for Proposal (RFP) anticipated to be issued in summer 2020. The RFP deadline will be in Spring 2021 with preferred proponent selection expected by the end of the year. The stadium’s new roofing is expected to be delivered in 2023. Pursuant to the RFQ, the business case for the project will be finalized and submitted to the relevant governmental authorities for approval. Schlaich Bergermann Partner was selected for services specialized in the engineering and architecture of lightweight tensile structures to provide support to the project. The firm will work closely with the structural engineering team to validate the interactions of the new roof with the existing structure, prepare the requirements for the performance of the new roof, participate in the writing of certain technical annexes of the DBFM contract, identify various technical issues that must be resolved, and propose solutions to the RIO. It will also monitor the design development process and certify the results to ensure that the project requirements are met. Challenges The Big O's roof has been plagued with problems since its construction for the1976 Olympic Games. It has been deteriorating at a rapid rate over the past decade. Over the last year, the roof has torn 677 times, compared to the previous year when it ripped 496 times. In the last 10 years, 7,453 tears have had to be repaired. |
