Morocco - Economic and Financial Governance Revitalization Support Programme (PARGEF) – Phase I

The Program for Support to the Revitalization of Economic and Financial Governance (PARGEF) Phase I essentially consists in strengthening transparency and performance in budget management in a way that better integrates the improvement of citizen access to services. quality public. This is a Reform Support Operation (SRO) which should: (i) consolidate all new budget management tools designed under the Public Administration Reform Support Program (PARAP); ) in a single coherent and legal architecture that sets not only the principle and the modalities of their use but also the implications of stakeholders in terms of access to information and control; (ii) an extension and greater targeting of electronic tools of administrative simplification towards citizens by facilitating their access to current administrative services; and (iii) better consideration of transparency and performance in the provision of public services by Enterprises and Public Institutions (PEEs) to improve the quality of service provided to citizens. The implementation of PARGEF I is planned over a period of 12 months. The program is structured around two components: (i) Reform of the public financial management system: performance of public action, transparency and budget democracy; (ii) Improving Transparency and Access to Quality Public Services.
