Opportunity The Mosaic Stadium at Taylor Field, current home of the Saskatchewan Roughriders, , has served the community for 100 years and regularly sells out its 30,945 seats. A 2010 feasibility study established that building a new stadium presented a generational opportunity to revitalize and boost the economy of both the downtown and the warehouse/entertainment district. The new Mosaic Stadium is the focus of the Regina Revitalisation Initiative (RRI), which is developing the residential, commercial and retail landscape of the city. The new Mosaic stadium will be the first landmark project of the three phase RRI, an iconic new image for the city, based on the infinite horizons of the prairie sky. Nearby Confederation Park was an underused asset, and Evraz Place staff had the capacity and experience to operate a new stadium successfully. The plan to build the new stadium and redevelop the site of the old one will result in approximately $1 billion of investment. Following construction of Mosaic stadium, the city will begin construction of 700 new housing units. Challenge The project could not sustain the additional cost of a retractable roof, but it is designed to accommodate it at a later date. Innovations The project is based on a balance of cultural, economic and energy metrics, leveraging existing assets and redeveloping the site of the original stadium as a new residential neighbourhood of up to 700 new housing units, green space and public areas in Regina’s inner city, with a pedestrian link to downtown. PCL used a fast-track design-build process to make the project happen in a fluid manner. Results The new stadium is the largest redevelopment project in Regina’s history. It will have a partial roof to cover spectators, sunken bowl design with a capacity of 33,000, expandable to 40,000 for special events. It includes a variety of lounges and suites that can be used year-round. It will be centrally located close to downtown and the Evraz Place sports and entertainment complex incorporating existing facilities, such as the Brandt Centre, the Queensbury Convention Centre, the Credit Union Eventplex, the Cooperators Centre and the Sportplex. The site is easy to access and an ideal gathering place for people from across the province. The city of Regina contributed $73.2 million, which includes city-owned land at Evraz Place while the province provided a $80 million grant and the Saskatchewan Roughriders are contributed $25 million. The city owned organization Regina Exhibition Association Limited (REAL) will maintain and operate the new stadium.
