Mozambique - Debt Sustainability Technical Assistance Project

The proposed operation is fully aligned with the country’s national development priorities, specific Sustainable Development Goals (SDGs), and key goals of the African Union’s 2063 Agenda. The Government’s long-term development strategy (Estratégia Nacional de Desenvolvimento, ENDE) 2015-2035 has as its main objectives the improvement of the livelihoods of the population through the transformation of the economy and the expansion and diversification of national production. The ENDE is being implemented through 5-year government programs (Programas Quinquenais Governamentais, PQGs). The most recent PQG 2020-2024 aims to increase employment, productivity and competitiveness to improve living conditions in rural and urban areas, while consolidating inclusive participatory governance. The program’s focus on economic governance, through strengthening the current public financial management (PFM) strategy, is also fully consistent with the Government’s strategic plans and policy documents, including: the medium-term fiscal framework (MTFF) 2023-2025, the 2022 Social and Economic Plan, and the PAE launched in August 2022.
