The objectives of the Climate Change Technical Assistance Project for Mozambique are to strengthen the institutional and technical capacity of the Government of the Republic of Mozambique to mainstream climate change resilience into key economic sectors and to improve the evidentiary basis for future development policy and planning. The project has 3 components. (1) Policy and institutional reform component will provide advice on strategy preparation, institutional and policy reform. The component has three sub-components: (i) preparation of the Mozambique climate change strategy, (ii) preparation of a climate change development policy operation, and (iii) support of policy and institutional reforms at the sector level. (2) Knowledge management and evidence building component will allow the government to collect and disseminate lessons learnt from Pilot Program for Climate Resilience (PPCR) investments and from Development Policy Operation implementation, and fill knowledge gaps in a number of important sectors. This will be achieved through two sub-components: (i) design and implementation support for the Strategic Program for Climate Resilience (SPCR) knowledge management system; and (ii) addressing evidence gaps. (3) SPCR management and coordination component will strengthen the capacity of the government to manage the SPCR effectively. It will strengthen the capacity of National Sustainable Development Council by supporting the establishment and operations of a climate change secretariat - the Climate Change Coordination Unit (CCCU). The component will also support the costs of workshops at national and sub-national levels.
