Description | The proposed Mozambique HEPRR Project (MZ HEPRR) corresponds to Phase 7 of the HEPRR MPA (P180127). In Mozambique, the proposed project comprises 4 components focusing on strengthening the preparedness and resilience of the national health system to respond to health emergencies. Under Component 1 the project will support multisectoral collaboration and the strengthening of the health system's resilience to respond to health emergencies, focusing on (i) building the capacity of the human resources at the primary health care and community levels, with a primary focus on health worker capacity for climate emergency preparedness and response, which will be achieved mainly through the updating of training guidelines and manuals and provision of training (Subcomponent 1.1), and (ii) providing access to quality health commodities, including the establishment of an enabling regulatory and legal environment for local pharmaceutical manufacturing, the strengthening of the supply chain, and the procurement of essential health commodities and vaccines (Subcomponent 1.2). Component 2 will support operational readiness and capacities across critical subsystems to effectively detect and respond to health emergencies, comprising three subcomponents: (i) Subcomponent 2.1 will finance the establishment and improvement of integrated surveillance, improved early warning and alert systems, expansion of laboratory and testing capacity for human, animal, and environmental health threats (this will include rehabilitation of laboratories), and strengthening of cross-border early detection and disease surveillance systems, (ii) Subcomponent 2.2 will focus on strengthening the readiness and emergency response coordination mechanism at the national and subnational levels, establishment of rapid response teams and backup rosters at the national and regional levels, and establishment of common standards for preparedness and emergency response capacities, (iii) Subcomponent 2.3 will finance investments targeted to improve climate change adaptive emergency preparedness and response of the health systems and health care facilities. Component 3 (Project Management) will support the management and implementation of the project, including operational research in climate and health, noncommunicable diseases, M&E, and partner mapping for better planning. Component 4 (CERC) will facilitate access to rapid financing to respond to emergencies after country's declaration and formal request. |
