The FC measure includes the financing of investments in energy efficiency measures, environmentally friendly technologies and small renewable energy projects (environmental investments) carried out by micro, small and medium-sized enterprises (MSMEs). To this end, the BCIE uses the FC development loan to refinance financial intermediaries in its founding countries (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua) and, if necessary, in Panama. These financial intermediaries pass on the loan funds to MSMEs that make environmental investments. The FC measure aims to meet the demand of Central American MSMEs for needs-based, efficient and sustainable financing of environmental investments (FC module objective). In this way, it helps to strengthen the competitiveness of MSMEs and improve the employment situation in Central America (DC program objective). At the same time, it makes a contribution to climate and environmental protection. Previous phase and accompanying measure The FC measure represents a continuation of the SME environmental credit programme (BMZ No. 2008 66 335) without any significant conceptual change. In addition, the BCIE will be accompanied by a consultant during the implementation of the follow-up phase presented here, who will advise it in particular on the review of technical parameters for the environmental investments to be financed and on ensuring and complying with internationally recognised environmental and social standards (accompanying measure).
