The 1st phase of the project has a capacity of 40 MW and potential expansion can reach up to 170 MW. Sponsors are Philippines's Ayala Corporation via its energy platform AC Energy (62%) and The Blue Circle (TBC) (Singapore-headquartered company). The investment for the 1st phase is $ 92 million to be financed by debt and equity.
