Description

Mulilo Renewable Energy Solar PV Prieska (PTY) LTD was created to build, own and operate a 20 MW solar PV facility to be located in Prieska, South Africa. The SPV was majority owned (60%)by Gestamp Asetym Solar SL, subsidiary of Gestamp Solar, of Gestamp Group. Mulilo Renewable Energy (subsidiary of Mulilo Energy Group, of which CSV Construction was a major shareholder) owned 20%. The remaining 20% was owned by Mulilo Prieska Solar Community, 100% owned by Mulilo Prieska Solar Community Trust - with support of the Industrial Development Corporation (IDC). The project was to consist of 89,760 panels of 230W, and 40 inverters of 500kW. The project was awarded in a tender administered by the Department of Energy where a critical factor in the decision was the projected price of power. Contractual negotiations on the PPA and financing were to be completed by June 2012, but it was predicted that there would be a 20 year PPA with the state owned utility, Eskom. Equipment was to be supplied by Trina PV (China), through a contract with Gestamp Solar. The inverters were to be supplied by GP Tech. The project was to be connected to Cuprum substation 11kV. The EPC & O&M contractor was to be Gestamp Solar Contracting (90% owned by Gestamp Asetym Solar SL, 10% owned by Rigamani Construction PTY LTD). The EIA was completed in April 2011. Estimated project cost was ZAR 554.4 million ($70 million), with commissioning expected in 2013. The project applied for UNFCCC CDM financing, through Blueworldcarbon (BWC). Funding was expected to be provided by NedBank Capital (50%) and the Industrial Development Corporation (50%), the debt/equity ratio was expected to be 70/30.
