Multi-Sectoral HIV/AIDS Project

The project is part of a multi-country HIV/AIDS Program in Africa, through which this operation aims at strengthening preventive measures so as to slow the spread of HIV/AIDS, and at expanding support, and care for those infected, or affected by the epidemic. Through a multi-sectoral approach, these objectives will support activities undertaken by public, and private organizations, and by civil society. Through its main components, the project will mainstream HIV/AIDS activities into line ministries, and other public sector institutions to bring about behavioral change. Mainly, work plans of line ministries will support capacity building, planning and policy, to strengthen policy formulation in regards to HIV/AIDS, by enhancing prevention, care, and support services. Health care will strengthen the diagnosis, care and treatment of the disease, which includes the prevention of mother-to-child HIV transmission, HIV voluntary testing and counseling services, and, laboratories/blood banks technical capacity. To facilitate behavioral change, peer programs and public outreach shall address appropriate preventive measures, whereas social and financial support will be provided to orphans, and vulnerable children, including training programs for community volunteers, counselors, and home-based care-givers. Demand-side subsidies will support the financial obstacles to testing, care, and treatment of HIV, and associated opportunistic diseases. Finally, financial and technical assistance to the National HIV/AIDS Commission will support program coordination, and project activities, which includes training workshops and capacity building, as well as monitoring and evaluation of the program progress.
