The EUR 80 million development loan is intended to help the Armenian government implement the desired reforms in the water, waste and agricultural insurance sectors in a timely manner. The sectoral development measures required for this are structured in a policy matrix. The policy matrix therefore focuses on selected measures in the water and waste sector and in the area of agricultural insurance that are based on Armenia's reform program (ownership). In addition, the potential for leveraging positive synergies with the current and planned FC portfolio in the country should be exploited as best as possible within development cooperation (DC) (added value). The project can thus make a direct contribution to improving the efficiency, environmental and social compatibility and sustainability of the water and waste infrastructure and the agricultural structure in Armenia by supporting the Armenian government in the further design and implementation of necessary reforms in the waste and water sector and in the introduction of an agricultural insurance system. Indicators for target achievement were chosen so that they correspond to sectoral reform efforts and the disbursement in 2017 and 2018 is realistic if the reform course is maintained.
