Multinational - ECCAS General Secretariat Institutional Support Project

This institutional support project falls into a context of ECCAS’ revival and has made capacity building one of the strategic priorities of such a drive. The project which is the second operation directly financed by the Bank for the ECCAS entity aims at building the operational capacity of the ECCAS General Secretariat, thus enabling it carry out its traditional (integration) and new missions (NEPAD, governance, peace, security and stability). The fields of intervention were based on their relevance in addressing the General Secretariat’s current issues: (i) problems of organisation to be solved by designing and putting in place an organisation chart adapted to the missions of ECCAS; (ii) problems of expertise to be addressed through assistance in implementing the activity programme of the General Secretariat to enable it attain full development; and (iii) the establishment of a Project Implementation Unit. In view of these constraints, the present project focuses on the following three components: (i) support to the restructuring of the General Secretariat of ECCAS through the design and implementation of an organisation chart adapted to its missions in phase 1; (ii) support to the implementation of the programme of activities of the ECCAS General Secretariat in phases 1 & 2; and (iii) support to project management. The total cost is estimated at UA 2.83 million or US$ 4.16 million.
