The Multi-Sector HIV/AIDS Control Project aims to maintain the human immunodeficiency virus (HIV) infection that causes AIDS, below the prevalence rate of 1 percent, and reduce opportunistic infections. The project components will: 1) strengthen the capacity of Government agencies and civil society, ensuring full capacity to develop HIV/AIDS-related policies, oversee its national program, review performances, and approve work programs, and budgets. It will support project administration activities, to ensure mandate performances, and the overall program administration, coordination, and facilitation, while institutional capacity building of line ministries' responsiveness to HIV/AIDS will be improved through a grassroots management training program, broadened by technical support and training to fight the epidemic through networks, and community-based participation. Assessment, and monitoring and evaluation will support a balanced management, and strategic decisions on HIV/AIDS programs and action plans; 2) improve the capacity of non-health sector line ministries, and associated projects, emphasizing prevention, and health care, through the support to action plans, and promotion of existing projects related to the epidemic; 3) expand health sector responsiveness in prevention, treatment, and care of HIV/AIDS, sexually transmitted diseases and tuberculosis, through a surveillance and epidemiological research; prevention and voluntary testing and counseling; care and treatment of affected people, and, training provision to traditional health practitioners, while the management of bio-medical waste will address related shortcomings; and, 4) develop, and expand civil society organizations, and private sector initiatives for HIV/AIDS, building awareness and capacity among communities, and the private sector.
