Multisectoral HIV/AIDS Control and Orphans Project

The Multisectoral HIV/AIDS Control and Orphans Project will support the national program as set forth in its Action Plan for the Struggle Against HIV/AIDS for the period 2002-2006, through actions involving in-line ministries, civil society, private enterprises, labor unions, in addition to women and youth, and nongovernmental organizations (NGOs). Through its components, the project will: 1) strengthen public sector responsiveness to the HIV/AIDS crisis, by supporting the country's control strategy, and action plan, targeting assistance to respective sectors. Selected activities will be financed, particularly for implementing national medical waste management plan, covering as well, prevention, mitigation, and capacity building; 2) increase civil society response to prod grassroots organizations, and communities in the fight against the epidemic. Capacity building, and initiatives by the private sector will be targeted at implementing prevention strategies for employees, and families, to be assessed against an eligibility criteria, whereas funds will be granted to associations and private enterprises, including NGOs, and community-based organizations; 3) support the placement of orphans with their extended families, or when necessary with unrelated families. Orphans shall be provided with scholarships for primary education, and vocational training, while the economic, and nutritional well being of families in care will be strengthened through investments, and income generating activities; 4) reinforce the capacity of public, and private agencies in the formulation, and implementation of the epidemic's control, by strengthening coordination, monitoring and evaluation criteria; and, 5) ensure project coordination, by financing operational costs, technical assistance, and equipment supply as needed.
