The FACT Municipal Development Fund (Fonds dAppui aux Collectivités Territoriales) project provides funds to support Togolese decentralization. The FC funds are to be made available in a separate window to finance social and economic municipal infrastructure (especially health centers, schools and market infrastructure). The Plateaux, Centrale and Kara regions are planned as intervention areas in this phase. The aim of the project is for the municipalities to carry out demand-based and sustainable investments within the framework of the financial transfer system (FACT). The project sponsor is the Ministry of Decentralization (Ministère de l'Administration Territoriale, de la Décentralisation et du Développement des Territoirs), which delegates implementation to the FACT Technical Secrétariat. An international consultant will support the project management unit within the FACT Technical Secrétariat and support the municipalities, some of which are still very weak in terms of personnel and finances, especially in the area of building owners. Financing is approved on a demand-based basis based on municipally approved project applications that can be submitted by the 69 municipalities in the 3 regions. The target group is all residents in the supported municipalities. To ensure appropriate management of environmental and social risks, the consultant will support the executing agency at the beginning and during the implementation phase of the project. EUR 20 million will be made available in this first phase. The project is part of the reform partnership with Togo; complementary services are provided by the GIZ decentralization project.
