The main objective of the FC project Decentralisation and Municipal Development (Fonds de Développement Communal) Phase IV is to provide municipal social and economic infrastructure based on the demand from the population and internally displaced persons. A secondary objective is to improve municipal governance, social cohesion of the target groups and improved access for girls and women. The measures are distributed across 2 project sponsors: 1. The national municipal development fund for local authorities Agence Nationale dAppui au Développement aux Collectivités Territoriales (ADCT) with municipal investments in the Est, Centre-Est, Plateau Central and Sud-Ouest regions. 2. The private fund dInvestissement des Collectivités Décentralisées (FICOD) as an implementing unit of the pan-African Ecobank to finance a) selected projects in the East, Centre-East and South-West regions and b) a program to support 7 secondary cities with a high proportion of internally displaced persons in order to provide these cities with urgently needed infrastructure and to contribute to peaceful coexistence in these communities. The investment measures include municipal education and health facilities, water supply points, market infrastructure, bus stations and municipal infrastructure for better coexistence between the host population and the internally displaced persons. Accompanying measures for social cohesion and integration of the internally displaced persons are planned. The cost of the project is estimated at a total of EUR 25.5 million, of which EUR 24.7 million is an FC grant and EUR 0.8 million is the municipalities' own contribution.
