The Municipal Development Project will strengthen the capacity of municipal governments in the areas of management, finance, and the provision of infrastructure services. It will assist the Government in the operation of legal, institutional, and fiscal frameworks, providing training to municipal officials, and staff, and, will pilot a municipal grants mechanism, to finance investments, laying the foundation for an inter-governmental fiscal system. Specifically, the components will: 1) provide technical assistance (TA) to the Ministry of State Administration, for the drafting of legal instruments, and the preparation of studies, manuals, and other materials needed to establish the legal, and policy framework for municipal development; 2) provide in-service training to elected, and appointed municipal officials, and staff, and, will also develop pre-service training, and provide TA to improve processes. The training will support municipal government systems, and public administration, emphasizing technical skills in municipal finance, and infrastructure delivery services; 3) provide municipalities with financial resources, through municipal grants, to implement civil works, supply equipment, provide consulting services, and enable municipalities to build the capacity to manage, and implement investments; and, 4) provide project management, and TA, including support for municipal engineering, procurement, contract management, and, supervisory, and financial aspects.
