The FC measure is intended to promote the establishment or expansion of municipal environmental and waste disposal services and, where necessary, the financing of pilot measures and project-related training of the responsible staff. The municipalities should be enabled to fulfil their control mandate and monitor environmental standards while at the same time providing improved, reliable, cost-effective and needs-based environmentally relevant waste disposal services. The program consists of two components. The national component aims to support DEA in coordinating the measure, producing training and information material on modern waste disposal, conducting training measures and transferring the experiences gained in the individual municipalities to other South African cities. The municipal component includes measures to improve waste management to avoid greenhouse gas emissions and to support recycling and waste separation concepts. Of the four cities considered as part of a feasibility study, Rustenburg Local Municipality (RLM) and Umgungundlovu District Municipality (UMDM) were identified as the most suitable project sponsors.
