Description

The FC measure is a follow-up project to the previous phases I-III of the program to promote basic education and rebuild municipal infrastructure. The aim of the FC measure (module objective) is to improve learning conditions in primary and secondary schools by providing and adequately using a qualitatively appropriate and partially expanded school infrastructure in the Khatlon program region. This is intended to contribute to improving basic education in the program region through improved physical infrastructure (development policy objective). The target group of the FC measure includes all school-age children in the region. The program envisages renovating, refurbishing or replacing up to 12 school buildings as required with appropriate, energy- and cost-efficient new school buildings with furniture, power connections, heating and sanitary facilities. In addition, the newly built schools can, if appropriate and desired by the Tajik authorities, be provided with training workshops to enable technology lessons to be held. Furthermore, as in the previous phases, the project provides for the establishment and training of parent-teacher committees (ELC) at the program schools. In addition to the investment measures, consulting services are financed to support the program sponsor in implementing the project. The program sponsor is the National Social Investment Fund of Tajikistan (NSIFT). The total cost of the project is estimated at around EUR 4.47 million. An FC grant of EUR 4.0 million is proposed to finance it. The Tajik government's own financial contribution amounts to EUR 405,000, and the own contribution of the beneficiaries within the target group is estimated at around EUR 61,000. The need for school buildings in Khatlon to be replaced by new buildings or to be renovated significantly exceeds the funds of EUR 4.0 million promised at the end of 2016, even taking into account the previous projects. We have therefore subjected the project to a stocktaking review, which we are reporting on to you here, which, in addition to the funds already committed amounting to EUR 4.0 million, includes a further EUR 5.0 million, which could possibly be taken from the VEs of later years.
