Description | As part of the Municipal Infrastructure for Environment and Tourism project (BMZ No. 2014 68 685, 2017 68 332), the water supply as well as rainwater and wastewater disposal and other municipal infrastructure (including transport infrastructure, public lighting, etc.) are being improved in selected project communities in the Imereti and Mtskheta-Mtianeti regions. As part of the associated accompanying measure, the United Water Supply Company of Georgia (UWSCG) and its local UWSCG service centers, as well as the project communities, are to be strengthened institutionally and professionally, advised on how to ensure cost-efficient operation and supported in the implementation of public relations measures. Furthermore, the procurement of equipment for the operation and maintenance of the investments (including laboratory equipment, measuring devices, pumps, flushing vehicles) is planned. The blockchain-based management tool TruBudget is also to be used when the project implementation begins. The TruBudget platform will map the coordination processes between the national authorities involved in the project (MoF, MRDI, UWSCG, municipalities) as well as the handling of the implementation and payment processes with KfW in a transparent and comprehensible manner. The accompanying measure will support users in the application, adaptation and further integration of TruBudget into the process landscape and the IT ecosystem of the authorities involved. The result of the accompanying measure is increased management skills at the personnel, administrative and technical level (especially in the area of maintenance and operations) as well as improved transparency, governance and accountability (supported by the use of the TruBudget platform), which will enable both the local service centers of the UWSCG and the project communities as a whole to work more efficiently and economically. |
