The FC module objective of the Municipal Infrastructure IV program is to ensure a reliable and hygienically safe drinking water supply for the population in selected program cities in Albania at cost-covering and socially acceptable prices and to guarantee acceptable settlement hygiene through proper wastewater disposal - with increased performance/cost coverage of the utility companies. The Municipal Infrastructure IV program builds on the established structures and implementation approach of the predecessor programs Municipal Infrastructure I-III (Kom I-III) and includes elements of conceptual further development. Program IV is aimed at the water supply and wastewater disposal companies at the project locations Delvina, Gjirokastra and Lushnja as well as the water department of the Kamza city administration as the project executing agency (PEA) and the Ministry of Energy and Infrastructure as the program executing agency (Programme Coordination Unit, PCU). In addition to three locations that were already part of Kom I-II, a new location is now being added: Delvina. The core element of the program concept for Municipal Infrastructure I - IV is an incentive mechanism for cost coverage for utility companies by linking performance improvements and investment measures (so-called performance-based approach). The program is implemented after the individual cost coverage targets have been achieved at the individual locations (milestone concept). Kom IV is implemented in a 2-phase model. As part of a program preparation phase (phase 1), the project locations are supported by international consultants in preparing technical feasibility studies and improving their organization and performance. In the implementation phase (phase 2), the investments are implemented with consultant support.
