The Municipal Services Project for Bangladesh aims to improve the environmental and infrastructure service delivery in urban areas. The project has seven components. Component 1 repairs existing systems and makes equipment purchases. It includes urgent works such as repairing hydrants, valve chambers, and overhead tanks; constructs public toilets in municipalities and a pilot sewerage program; upgrades and repairs existing road and drainage network and systems; constructs and repairs bus and truck terminals; and improves slums. Component 2 helps procure equipment for solid waste and refuse collection, motor vehicles, and computer equipment and consumables. Component 3 comprises technical assistance targeted at institutional development, specifically a) strengthening and institutionalizing the Pourashava Support Unit of the local government engineering department into a municipal support unit by decentralizes its functions, and creating a performance monitoring unit; and b) funding nongovernmental organizations to develop a community participation program; and c) training staff. Component 4 finances physical investments in three municipalities. Component 5 funds the rehabilitation efforts of municipalities affected by the 1998 floods. Component 6 finances municipal subprojects consisting of civil works, equipment, goods, and technical assistance. Component 7 provides technical support and covers operational and maintenance costs.
