The TC will be used to create an incentive for local governments to re-start the participatory planning process. The TC will finance these local participatory and education and health projects that emerge as priorities in the municipal social investment plans. Although many years of investment in physical infrastructure have been lost, the Government aims to preserve the strides made in moving toward greater involvement by local governments and communities in determining their own priorities for investments in social infrastructure. The TC will act as a stimulus for local governments and communities to exercise the incipient participatory mechanisms that have had to be shelved during the period of immediate response to the emergency situation.
