Description

The Municipal Water and Wastewater Project aims to arrest the decline of water, and wastewater services of medium-size cities that have demonstrated commitment to project objectives, and institutional reforms, in various regions in Russia. The project components are as follows. 1) The Immediate Investment Program (IIP) selection criteria include those investments whose a) scope, and benefits are defined by the preparation stage; b) priority stands on a technical, and service quality perspective; c) capacity to achieve service improvements is proven; and, d) improvements are liable to reduce operating costs, and upgrade services. IIP investments will replace pumping equipment, rehabilitate water and wastewater treatment plants, specific sections of water mains, and contaminated water intakes. 2) The Management Strengthening and Operational Improvement Program will implement a set of governance, and technical/commercial reforms, to improve physical system operations, management, and financial performance, providing hardware/software tools, as well as technical assistance, and training. It includes the introduction of macro, and master metering, leak management, and water supply network optimization. 3) Project management support will assist in the development of final designs, procurement, construction supervision, including assistance to the project unit, and auditing.
