The project involves the redevelopment and operation of the Murtala Muhammed Airport Terminal Two (MMA2) in Lagos, Nigeria. It was initiated as a pioneering Public-Private Partnership (PPP) in 2003 by Bi-Courtney Aviation Services Limited (BASL) to rebuild the fire-gutted domestic terminal. The project faced a protracted legal dispute between BASL and the Federal Government, which was resolved in 2026 through a comprehensive settlement. The settlement included the waiver of a N132 billion judgment debt, restoration of project concessions, approval for regional flight operations at MMA2, handover of MMA1 (GAT) to the Federal Government, and a shared ownership/revenue model. The project also includes the completion of a long-abandoned five-star hotel and conference centre opposite MMA2 within 24 months.
