"Framework Decisions 2005/214/JHA, 2008/909/JHA and 2008/947/JHA have created tools for mutual recognition of penalties involving financial penalties, custodial sentences and probation or alternative sanctions. However, despite their value, these procedures are currently underused. The METIS project (Mutual recognition in Europe Through Intervision Studies) proposes, by bringing together a consortium of Member States (France, Belgium, Spain and the Netherlands), to work for a better understanding of the difficulties and the development of concrete tools to enable practitioners to implement those three framework Decisions. The objectives of the project will be as follows: - First, make a ""theoretical"" inventory of the specificities of each consortium member state in the implementation of the three project framework decisions and agree on a common framework for the project; - Secondly, in a much more operational way, identify common difficulties and good practices, define areas for improvement in the implementation of the project's framework decisions and draw up a European guide dedicated to their implementation; - Thirdly, publicly present the results of the project and the European guide; - Finally, ensure the widest possible dissemination of the project's results to the competent authorities (central or local) but also to convicted persons "
