The Mexico Decentralized Infrastructure Reform and Development Project aims to Improve the overall performance and poverty responsiveness of the infrastructure sectors under consideration through sector strategies that promote sustainable investments. As described in each component The Program has an output-based approach to disbursements. Refer to Project Components or Annex 16 for Disbursement indicators. There are four project components. Component 1 funds the Road Transport Sector Strategy for the State of Guanajuato. It finances institutional strengthening of SOP, including consultants services, technical assistance, training, and studies; road Conservation and maintenance; expansion of the road network; improvement of bridges and critical points; toll highway construction, and rural roads improvement. Component 2 finances the water supply and sanitation sector strategy for the State of Guanajuato. It improves water resource management, increases access to water and sanitation; and provides institutional strengthening and support mechanisms. Component 3 finances the low income housing sector strategy for the State Guanajuato. Component 3 funds institutional strengthening measures like establishing adequate prudential financial criteria suitable for decentralized or autonomous non-bank financial intermediaries engaged in housing finance and implementing efficient loan-recovery mechanisms; and increases loans for low-income housing. Component 4 finances the technical assistance component for the State Government apparatus, including strengthening the mechanisms to screen, prioritize and monitor public investments; technical assistance to strengthen the existing consultation and participation; methodologies to improve the safeguard policies and practices; strengthening procurement policies and practices; and optimization the existing financial management systems and processes.
