The Third Basic Health Care Project will achieve equity in health services in underserved rural, and urban areas, increase access to, and quality of health services to indigenous populations, and people with the lowest welfare indexes, support institutional development, and, develop innovative health prevention, and care models of vulnerable populations. The components seek to: 1) improve the quality, and equity of health care provision, for rural, and marginal urban areas, through cost-effective health interventions, and basic hospital care, including emergency medical services of easy access. HIV/AIDS prevention, and control will be emphasized, through the provision of technical assistance, and program evaluation, while training will be provided to civil society organizations to participate in prevention activities, such as information, education, and communication. Health care networks will be organized, and a communications strategy will be developed to expand social basic needs. Investments include construction of health centers, provision of medical equipment, and procurement of basic medical, and pharmaceutical supplies; 2) support the decentralized organizational, and operational structure, by strengthening the managerial capacity of public agencies, and health jurisdictions, and, create an indigenous health monitoring system; and, 3) support the national crusade for improving the quality of health services, by developing indicators to measure quality provision to indigenous people; evaluating changes in the health status of rural populations, and in HIV/AIDS incidence; and, reviewing regulations to enhance the quality of care provided in the private sector.
