IFC will provide transaction advisory support to the Government of Myanmar through its Ministry of Electric Power ('MOEP') to select, through a competitive tender, an Independent Power Producer ('IPP') that will implement a combined cycle power plant on build-own-operate-transfer basis. The IPP will enter into a long-term Power Purchase Agreement ('PPA') with MOEP. IFC will conduct its mandate in two phases. In phase one, IFC will carry out due diligence for the Project and will assist the MOEP to short-list interested investors. A model PPA will also be drafted during this phase. Phase two of the Project will commence when the client adopts the model PPA. In this phase, IFC will assist the client in the implementation of an open and transparent competitive bid to award and execute the PPA.
