Description

This study project is the 3rd phase of the Global Project “N11/N25 Oilgate to Rosslare Harbour” which aims to develop an approximate 33km section of high quality road connecting Belfast and Dublin with Rosslare Europort. The N11 and N25 are vital strategic road transport corridors on the comprehensive TEN-T network providing national and regional connectivity with Rosslare Europort, a critical transport gateway connecting Ireland with continental Europe. The TEN-T comprehensive port of Rosslare Europort is Ireland's second largest sea port for unitised roll-on roll-off freight and passenger transport and provides the shortest sea crossing between Ireland & continental Europe. The impacts of Brexit have significantly intensified Rosslare Europort’s strategic importance as a gateway for trade and tourism. The 33km section of N11 & N25 from north of Oilgate to Rosslare Europort is the only section of the 340km Belfast – Dublin – Rosslare Europort corridor which has not been completed to a high-quality standard. The project consists of the Design and Environmental evaluation phase as foreseen in the Global Project. This involves the further development of the project scheme, including surveys, transport modelling, road and junction design, identifying the landtake required, and the preparation of an Environmental Impact Assessment (EIA). In addition, the project will support the statutory planning process by preparing documentation and participating in oral hearing(s) as required by the statutory processes to ensure that the proposed project is developed in accordance with planning and environmental legislation. In combination with the integrated development of the Rosslare Europort Masterplan, which commenced construction in 2023, the N11/N25 Oilgate to Rosslare Harbour project will provide a seamless last mile transfer between land and sea delivering fast and efficient connectivity for people and goods travelling through Rosslare Europort
