On June 27, 2000 Union Fenosa beat out competitor AES for the right to build, own and operate the 300 MW Naco Nogales generation facility. The Comision Federal de Electricidad (CFE) issued Union Fenosa the IPP permit that will be in effect until 2028. On April 25, 2002 the EXIM bank of the US approved financing for $97 million. The plant was expected to come on-line in October 2003.
