NAFEO has demonstrated Unique Qualifications that permit the award without competition. Project Title: NEW COOPERATIVE AGREEMENT WITH THE NATIONAL ASSOCIATION FOR EQUAL OPPORTUNITY IN HIGHER EDUCATION (NAFEO) Recipient Name: National Association for Equal Opportunity of Higher Education Estimated Total Program Funding (for the life of the Cooperative Agreement): Year 1: $ 0 Year 2: $0 Year 3: $0 Year 4: $0 Year 5: $0 TOTAL: $0 Agreement Length & Period of Performance: Length: 5 years Years Months Period of Performance: From: September 2012 To: August 2017 Statutory Authorities: 16 U.S.C. 1g and 16 U.S.C. §1723 Project Overview (overall project summary typically 2-3 paragraphs in length): This program will be directed toward promoting career opportunities, professional development, research and other opportunities for students, faculty, faculty fellows, and staff at historically colleges and universities and predominately black institutions, as well as programs, contracting and other opportunities to help build the capacity of NAFEO member institutions. This agreement will allow NPS to host student interns that attend HBCUs and PBIs throughout the school year. These internships will offer career opportunities to our students and the ultimate goal is to transition the interns to full-time employees at the National Park Service. And we want current students to transition to agency interns through the new Pathways program. NAFEO plans to create a faculty fellows program through this agreement. There are many faculty members at HBCUs and PBIs that focus on the environment, water, wildlife, energy sources, public lands, and other natural resources, and these faculty members will benefit from fellowships with NPS. NAFEO hosts two conferences yearly and through this agreement NPS will have a presence at these conferences. NPS will be able to have speakers present to HBCU and PBI presidents and chancellors during the conferences. NPS employees will also be exhibitors during the NAFEO conferences, so they can recruit students and explain the benefits of colleges partnering with NPS on various projects. Statement of Joint Objectives (condensed version of Statement of Work joint objectives typically 1-2 sentences in length): The joint objectives of this agreement will be for NAFEO to assist NPS in engaging with HBCUs and PBIs presidents, chancellors through NAFEO conferences. NAFEO will provide quality student interns and faculty fellows to work at NPS offices or regional parks during internships and fellowships, and NPS will select talented supervisors to serve as mentors to these interns and fellows. Recipient Involvement (condensed version of Statement of Work recipient objectives typically 2-3 sentences in length): NAFEOs involvement will be to hold conferences that will enable NPS to participate and discuss their mission with HBCU and PBI presidents and chancellors. NAFEO will also supply NPS with quality interns to meet their needs for employment assistance during the fall, spring, and summer semesters. NAFEO will also identify quality faculty members that want to research on issues that pertain to the mission of NPS. National Park Service Involvement (condensed version of Statement of Work NPS objectives typically 2-3 sentences in length): The National Park Service will select quality supervisors to mentor student interns during the fall, spring, and summer internship program. NPS will provide speakers to participate during the NAFEO conferences. And NPS will provide funding through task agreements for conferences and internships.
