Description | The original Nairobi–Nakuru–Mau Summit Highway Public Private Partnership (PPP) agreement was terminated due to projected annual government payments of about Sh23 billion and a funding deficit risk of up to Sh200 billion. The government reviewed the project to ensure long-term infrastructure investments remained affordable and sustainable. The original PPP required government availability payments and retained demand and revenue risks. After termination, a revised commercial structure was adopted with a user-pay toll model shifting risks to the private sector and eliminating government payments. |
