25 year contract (2003-2028) was awarded by governmental Provincial Waterworks Authority (PWA) to Nakhon Sawan Water Co.,Ltd. on November 7, 2000. Management period started on March 6, 2001 and commercial operation date started on March 1, 2003. PWA defined it as “Capacity expansion for Nakhon Sawan Waterworks (Build-Own-Operate-Transfer). The overall committed investments apparently were about 10,533,215 $US(450 million Baht). Nakhonsawan Waterworks Co., Ltd. was one of the subsidiaries of Universal Utilities Co., Ltd. (UU). It provided quality tap water to communities living outside the Mung District in Nakhonsawan Province. It had a production capacity of 9,600 cubic meters/day in 2006. The company was constructing a water filter plant at Kao Rong Kroa in order to increase production capacity to 19,200 cubic meters/day in 2007 and it was continuously working on prevention of water loss during distribution with a target water loss of less than 16% for 2007. Universal Utilities Co., Ltd. (UU) was appointed by the governmental Provincial Waterworks Authority to operate Chachoengsao, Bangpakong and Nakhonsawan Waterworks for 25 years to produce clean water for better quality of life and develop the waterworks technologies and install a Supervisory Control and Data Acquisition System (SCADA) and a Geographic Information System (GIS) in 2001. UU managed waterworks business, receiving concession from governmental agencies such as the Provincial Waterworks Authority (PWA) and various municipalities. Universal Utilites’ business included tap water production and water distribution pipeline management. In 2001, the company began its operation under PWA contract, establishing waterworks offices in five areas, namely Chachoengsao Water Supply Co., Ltd. Bangpakong water supply CO., Ltd. and Nakornsawan Water Supply Co., Ltd. (25-year BOOT contract); Sattahip Water Supply Co., Ltd. (10-year lease contract, extended to 25 year contract) and Si Chang island Municipality which produced tap water from seawater by Reverse Osmosis system. The company also invested in Egcomtara Co., Ltd. which was granted a concession to produce and supply tap water in Ratchaburi-Samut Songkhram areas and operated tap water related business, such as engineering and maintenance service for pipeline system, tap water production system and wastewater treatment system. UU started to operate Chachoengsao, Bangpakong and Nakornsawan waterworks of the Provincial Waterworks Authority (PWA) around March 2001. UU, Chachoengsao Water Supply Co.,Ltd. , Bangpakong Water Supply Co.,Ltd. and Nakornsawan Water Supply Co.,Ltd. had expanded the tap water production capacity and installed the Supervisory Control and Data Acquisition System (SCADA) to enhance the efficiency of tap water production system and to distribute the good quality tap water according to the Thai Industrial Standard (TIS) in the contract’s service areas. In addition, under the contracts the company had the water loss reduction plan to reduce water loss in the distribution system to less than 20% within 3 years, starting from April 2003, instead of 5 years as mentioned in the contract. East Water held 100% shares in Universal Utilites Co., Ltd (UU). Following its IPO in 1997, East Water had the following shareholder structure: state-owned Provincial Waterworks Authority (PWA) (44%), Industrial Estate Authority of Thailand (IEAT) (5%), and general investors (51%). By 2005, that shareholding structure was: the partially private Electricity Generating Company (EGCO) of Thailand (18.22%), PWA (40%), IEAT (4.5%), and public investors (37.25%). As of 12/01/2006 East Water had 1,738 shareholders. Major shareholders were governmental PWA (39.99%), partially private EGCO (18.62%), IEAT (4.45%), and the rest of general investors held 36.9%. As of 2004, the stake holders of EGCO were state-owned EGAT (25.41%), CLP Power (22.42%), Thai investors (30.09%), and foreign investors (22.08%).
