Description

Nam Lik 1-2 Hydropower Plant is a 100 MW power plant located in Naxeng village, Feuang district, Vientiane province, Lao PDR. The project was to be built and operated by Nam Lik 1-2 Power Co. Ltd, a company owned by the state-owned China International Water Electric Corporation (CWE) with 90% stake and the state-owned Electricite Du Laos (EDL) with the remaining 10% stake. The project was developed under a 25 year Build-Own-Transfer contract. Electricite de Laos (EdL) was 75% state-owned. Thailand's Ratchaburi Electricity Generating Holding (Ratch) owned 9.34% of EdL's shares, acquired for $43.36 million. Ratch itself was 45% owned by state-run Electricity Generating Authority Thailand (EGAT). According to the concession agreement, Nam Lik 1-2 Power Co. Ltd was granted the rights to build, own and operate (BOT) the plant for 25 years and then transfer it to EDL. All power was to be sold to EDL for consumption in Lao. The total cost of the project was estimated to be US$ 150 million. Construction, carried out by CWE, began in 2007 and was completed in August 2010. US$ 150 million invested by the Chinese govt. through the state-owned China International Water & Electric Corporation (CWE) 10% owned by EdL, which is 75% state-owned: thus 92.5% private.
