Description

ESACO Namluc Hydropower JSC, an IPP, was planning the development of the 24 MW Nam Luc Hydropower Plant, the Chay river, in the Bac Ha district of Lao Cai Province in northern Vietnam. The project was expected to generate 95,333 MWh annually, to be transmitted to the grid via a 110kV transmission line to the Thac Ba-Yen Bai-Lao Cai Substation. The project was to comprise of two turbines, 12 MW each (Bulb - vertical axis), with a lifespan of 25 years. Commissioning was expected for 2013, January. The feasibility study was completed in April 2009. The investment license was awarded in May 2009. The PPA was signed in May 2009. The EIA was approved in June 2009. The first EPC contract was signed in February 2010. Electricity tariff was expected to be VND 803.7 ($0.0386 per kWh). Financial Close was reached in February 2011, for debt with a tenor of 15 years. The debt/equity ratio was 70/30. Totan investment was expected to be VND 533,880 ($25.1 million).
