Sinohydro was planning the development of the 120 MW Nam Ngum 5 hydropower plant, near Luangprabang and Xiengkhouang. Sinohydro held 85% of the equity, the remaining 15% was owned by EdL. Electricite de Laos (EdL) was 75% state-owned. Thailand's Ratchaburi Electricity Generating Holding (Ratch) owned 9.34% of EdL's shares, acquired for $43.36 million. Ratch itself was 45% owned by state-run Electricity Generating Authority Thailand (EGAT). Commissioning was expected for 2012, construction was completed by 80.6% in 2011 as reported by the Lao government. The CA was signed in April 2007, and construction started in April 2008. The concession lasts for 25 years. The power plant will have an annual power generation of 507GWh. The electricity generated will be sold to EDL for domestic consumption.
