Description | Hydropower Construction and Investment JSC was planning the development of the 15.6 MW Nam Si Luong 4 Hydropower Plant, Pa Ve Su Commune, Muong Te district, Lai Chau province. The project was expected to generate 61,436 MWh annually. It was designed comprising 3 turbines of 5.2MW each, horizontal shaft Francis. Commissioning was expected for July 2014. The investment license was awarded in August 2009. The PPA was signed in August 2009. The connection license awarded November 2009. The investment decision was made in January 2010. The loan application was done November 2010. The construction was expected to start in March 2012. The expected tariff was VND 730 per kWh ($0.035 per kWh). Total investment cost was estimated at VND 359 billion ($17.2 million). The project applied for UNFCCC/CDM financing.
