Song Da No 9.06 JSC, a subsidiary of Song Da Corporation, developed the 12.0MW Nam Xay Noi 2 small hydropower plant, on Nam Xay Noi stream, Nam Xay and Nam Xe communes, Van Ban district, Lao Cai province. The project was expected to generate 44,970 MWh anually. The project consisted of 3 Pelton turbines with horizontal shaft, of 4.179MW each and 88.75% efficiency. The project held a PPA with Electricity Corporation of Vietnam (EVN). The pre-study of 6MW was finalized in May 2007. The revised feasibility study report (12MW) was finalized in April 2008. The investment license was issued in March 2010. The construction contract was signed in June 2010. The construction contract for the NV5 road was signed in August 2010. The construction for the pen stock was signed in November 2010. The construction period was 2.5 years. The lifetime of the project was 30 years. The expected electricity tariff was VND 724.57/kWh. Income tax was 25%. Commissioning was expected for October 2012. Financial closure was reported in March 2011 with the signing of the credit contact. The expected cost of equity was 19.13%, following 70/30 debt to equity and debt costing 10.5% the WACC was expected to be 11.25%. Total investment was VND 267.6 billion (US$12.84 million). The project applied for UNFCCC CDM financing.
