Nanhai Port, in the Nanhai Municipality of Guangdong Province, is operated by Nanhai International Container Terminals, a joint venture between HPH and the Nanhai Transport Bureau. Operations commenced in 1994. Hongkong International Terminals, Hutchison Whampoa port operator subsidiary signed a deal with the Ministry of Communications in the 1980s, giving them first right of refusal over all coastal ports south of the Yangtze River. A main advantage to early entry was the ability to assume majority control over many ports, before government regulations restricted foreign investor equity to 50% or less.
