"The project comprises the construction of Nant plant, also known as Western Area Power Generation Project- a 105-MW multi-fuel Combined Cycle Gas Turbine (CCGT) power facility to be constructed in the capital city Freetown, Sierra Leone. The sponsor is Anergi Group, together with TCQ Power. Anergi announced financial close of the project on November 15th, 2024. The project company is CECA SL Generation Ltd.Nant plant is expected to nearly double the nation’s electricity generation capacity, supplying reliable power under a 22-year Power Purchase Agreement with the Electricity Distribution and Supply Authority and the Government of Sierra Leone. The $417 million financing includes senior debt from the U.S. International Development Finance Corporation (DFC) - $292m and the ECOWAS Bank for Investment and Development - $40m, along with equity contributions of $85m from Anergi and TCQ Power. Construction, led by Shapoorji Pallonji with Siemens CCGT technology, is set for completion in 2027. Anglo-Australian international law firm Herbert Smith Freehills (HSF) provided legal advice on the transaction to Anergi. Anergi is wholly owned by the Pan-African Infrastructure Development Funds managed by Harith General Partners, a leading pan-African fund manager for infrastructure development.
