The TPPs – located in Aracaju (SE); Belém (PA); Cananéia (SP); Manaus (AM); Natal, RN); Santos (SP) and Vitória (ES) – were qualified in the PPI through Decrees nº 10,383/2020 and 10,442/2020, in addition to Cabedelo (already granted – auction on 01/28/21 and Contract signed on 04/29/2021 ). The studies were carried out through an exclusive Expression of Interest Procedure (PMI), in accordance with § 5 of art. 1st of Decree No. 8,428, of April 2, 2015. The PMI was opened on October 29, 2020, and had the participation of 6 groups, and, after the due selection process, the consortium formed by Terrafirma companies was authorized , LPC Latina, CPEA, Moyses&Pires, starting studies, on 01/27/21. The studies were completed by PMIsta on 04/09/21, having been approved by the responsible technical committee and improved for the purpose of sending the project extract to the Federal Audit Court, on 4/26/21, and making it available to civil society through Public Consultation, opened on 04/29/21, ending on 6/13/21. Information about PMI can be found here. The Public Hearings, in a hybrid format, took place on 2 and 7/6/21. Currently, the Natal TPP is not in operation, and part of its pier is precariously used as a vessel repair site. The terminal does not have an independent entrance, using CBTU facilities for access. As part of the structuring of the TPP Natal concession, an appropriate solution was designed with the CBTU to be implemented by the future concessionaire. Project benefits Total fishing production in Rio Grande do Norte, from 2006 to 2011, varied little within a level of approximately 50 thousand tons per year, with the main segments being marine extractive production (20 thousand tons per year) and marine aquaculture (26 thousand tons per year). The most recent data on the characterization of marine extractive fishing in the State of RN is from 2006. This year, production was 16.9 thousand tons (67% artisanal and 33% industrial). The city of Natal concentrates 36% of the state's artisanal fishing unloading, which includes fishermen from cities that are up to 100km away from the capital and seek to sell their production, in addition to better infrastructure to support fishermen. The industrial fleet that disembarks in Natal is mainly made up of thornbushes used for tuna and similar fishing. They operate in the coastal zone, but mainly in oceanic areas (outside the EEZ). In the city, there are four large companies that operate in the capture of tuna and the like, which have their own terminals, processing areas and preparation for export. According to representatives, the Natal TPP will have a complementary role to existing industries, absorbing part of the ocean fleet that operates in the Atlantic Ocean and currently does not disembark in Natal. The TPP would therefore have a support function, aimed at leveraging local industries in this specific segment. In addition to tuna and similar fishing, the terminal was also designed to receive shrimp from shrimp farming. Currently, RN is the main producing state of farmed shrimp (21 thousand tons in 2019, IBGE) and the TPP also presents an opportunity to expand shrimp farming. By going through TPP Natal to be handled, shrimp can obtain SIF certification, increasing the scope of the consumer market to other Brazilian states or even other countries.
